On roads outside the main network Ukrajina allows far less: 24 t for the combination and 7 t on a single axle. A load that is legal on the motorway can be over the limit on the last few kilometres to the warehouse.

The toll carries no VAT — there is nothing to reclaim, and budgeting for a refund here is a hole in your cost per kilometre.
